The compact rejects such a law, and suggests five points that should guide immigration policy in Utah: immigration as a federal policy issue, law enforcement resources focused on dangerous criminal activity rather than civil immigration violations, keeping families together and policies that focus on "the health, education and well-being of all Utah children," recognizing the positive economic role of immigrants, and humane treatment of immigrants.
