I think it’s actually a reasonable fear that disaffected African-American citizens will turn to terrorism. It’s the pragmatic reason that the racism in our society is bad. The (long-term) answer, of course, is to fight racism, particularly in the educational and judicial systems. Unfortunately, our current regime somehow believes that fighting the causes of terrorism is mutually exclusive with the also-necessary work of stopping terrorists.
